KHAKAS ALUMINUM SMELTER
The
Khakas Aluminium Smelter, with an annual capacity of 300,000 tonnes is the
first aluminium production facility built in Russia over the last 20 years.
The first batch of aluminium was manufactured at the Khakas smelter in December
2006. The total amount of investment channelled into the project has exceeded
USD 750 mln. The smelter reached its installed capacity in October 2007. It
employs about 430 people.

Sayanogorsk is located in the Russian
republic of Khakassia. With a population of 64,100 people, the city stands on
the banks of the Yenisey river. Its main production facilities include the
Sayanogorsk aluminium smelter, the Khakas aluminium smelter, a stone works and
a house building factory. Two hydro power plants – Sayano-Shushenskaya and
Mainskaya – are located to the south of the city.
The Republic of Khakasia with its capital of Abakan, in the Siberian federal
district, covers an area of 61,900 square kilometres. It is home to 540,100
people. The republic’s main industries include mining, engineering and
non-ferrous metallurgy, as well as forestry and wood working. .

Technology
The smelter operates RA-300, high-capacity Russian pots designed by RUSAL’s
Engineering & Technology Centre. All the technological processes are
controlled by automated computer systems enabling the smelter to efficiently
regulate process operations, constantly monitor pot performance parameters and
oversee the gas scrubbers, the cast house, anode plant and ancillary facilities
on a continual basis.

Environment
As the smelter was being designed, the most stringent requirements imposed
concerned adherence to the standards of the necessary working conditions on the
production site and minimisation of hazardous emissions into the environment.
The smelter’s gas scrubbers collect and clean no less than 99.5% of pot and
potroom gases, the amount corresponding to world environmental standards.
In August 2006, the Khakas Office of RosTekhNadzor, the Federal Environmental
& Technological Supervision Authority, and the State Environmental
Supervision Service of the Republic of Khakassia performed an audit to check
for compliance with environmental legislation. Their joint report highlights
the outstanding level of organisation at the smelter and compliance with all
the necessary requirements.
